It is by me, and the figures suggest plenty of people locally are carrying it quietly. Getting on with things keeps a household running and does nothing about the alarm going off at three in the morning. Both can be true about the same person.

Talking will not change your contract, and I would not pretend it might. What can change is the endless night-time rehearsing that produces no decisions, the avoidance of letters and calls, and the shame that stops people asking about support they are owed.
